When you need tabs on a Drupal 7 or Drupal 8 site and don't have a front-end developer making the components for you, you can use the Quick Tabs module, optionally along with the Bootstrap Quicktabs module.
This is all coming from memory, so it might be a bit off.
Install the module.
Configure a quicktab group, note that they come out as blocks.
To render a quicktab group in panels, you can probably just place the block directly, but for D7, I usually preferred creating a CTools Content Type plugin.
